This experiential report describes a technical visit to the Doutor Mário Negócio State Agricultural Penal Complex in Mossoró, Rio Grande do Norte, aimed at analyzing the effectiveness of the guarantees provided for under the Penal Execution Law. The methodology, which is qualitative and descriptive in nature, is based on direct observation of the facilities and active listening to the management team. The results reveal compliance in the provision of educational, religious, and healthcare services, with an emphasis on projects involving sentence remission through reading and academic partnerships. However, gaps were identified regarding material support—which shifts the financial burden for basic necessities onto the families—and the support provided to individuals upon their release, due to a lack of internal reintegration programs. The analysis highlights the contrast between the administrative structure and the intimidating environment of the cell blocks, where human dignity faces logistical challenges. It is concluded that social reintegration requires overcoming gaps in assistance and strengthening integrated public policies, such as municipal legislation that reserves job openings for formerly incarcerated individuals. Thus, the full realization of fundamental rights depends on investments that ensure material support and an effective transition to freedom, thereby guaranteeing that a prison sentence fulfills its pedagogical and humanitarian purpose.
